Under the watchword Reading means growth,
the 13th Havana International Book Fair will be
dedicated to outstanding Cuban intellectual Carilda
Oliver Labra, winner of the National Award for Literature,
and will have Germany as Guest of Honor. The Fair will
be held at San Carlos de La Cabaña Fortress, a beautiful
cultural and tourist center in the Cuban capital facing
the Bay of Havana.
Participants
All entities linked to the world of publishing, authors,
editors, distributors, booksellers, printers, literary
agents, multimedia producers, journalists and other
professionals may participate in the Fair.
Key Dates and Hours
On Thursday, February 5th, 2004, the Fair will be open
to professionals, from 10 a.m. to 6 p.m., at which time
the Inaugural Ceremony will take place in San Francisco
Square, at the mentioned fairgrounds. The Fair will
be open to the public from Friday, February 6th, through
Sunday, February 15th, from 10 a.m. to 8 p.m. The Children's
Pavilion will have activities every day from 10 a.m.
to 6 p.m., starting on Saturday, February 7th. Exhibitors
should enter the exhibit area 30 minutes before opening
time and remain in it until 30 minutes after closing.
During the hours that the Fair is open to the public,
exhibitors and those whom they employ should remain
at their stands to serve the public.
Stands
Exhibitors may either rent modular stands of at least
6 square meters in size or rent space (minimum size:
28 square meters) and put up their own stands. If you
choose this second option, you must send your plans
to the Organizing Committee (OC) for its approval before
November 30th, 2003. Your design must fit in the rented
area without obstructing passageways or other spaces
in the pavilion. The maximum height at the front is
2.8 meters. The OC reserves the right to establish restrictions
on and to limit the use of audiovisual means that annoy
those at adjoining stands and/or adversely affect the
use of the public areas. Rented spaces may not be ceded
or sublet to third parties, nor may exhibitors swap
areas, without the approval of the OC. The OC will provide
security personnel for the pavilions, but each exhibitor
will be responsible for his own stand while the area
is open to the public and in the periods when the stands
are being put up and taken down.
Along with the
registration request, each exhibitor should send in
the following:
- Information about the sign for
the stand (which must not include logos or emblems
of the entity)
- Information about the firm and
the personnel whom the exhibitor considers should
be included in the Catalogue of Exhibitors.
The entities which rent
space in the exhibition area will have priority in reserving
space for book launchings in the Fair´s General Program.
Exhibitors should submit before November 30th, 2003,
for the approval of the OC, their programs of talks,
press conferences, awards, presentations, book launchings
and other activities within the Fair´s General Program
which they consider beneficial for their participation.
Any publications that violate authors' and/or publishers'
copyrights, clandestine or pirate editions and those
which are habitually rejected by international practice
and by Cuban laws which are in effect may not be exhibited,
launched, sold or promoted.
Contracting and Payment Procedures
Registration requests must be sent to the OC prior to
October 30, 2003, along with 50 percent of the total
rental fee for the required space. The rest of the fee
must be paid before November 30, 2003. Exhibit space
may be reserved upon registration by paying US $110.00
per square meter If you make your full payment before
November 30, you will benefit from a discount which
makes the fee US $100.00 per square meter. If you rent
space only (minimum: 28 square meters), it will cost
US $80.00 per square meter. Payment may be made by bank
transfer in any convertible currency, except US dollars,
through a bank agency whose central offices are not
based in US territory, as follows: Banco Internacional
de Comercio, S.A. (BICSA), 20 de mayo y Ayesterán, Plaza
de la Revolución, Ciudad de La Habana, Cuba, to the
order of INSTITUTO CUBANO DEL LIBRO, Account Number
32101210600. A copy of the bank transfer documents should
be sent to the OC within 72 hours via fax (537-333441).

Foreign
exhibitors will be provided with competent Cuban personnel
to assist or represent them in direct sales to the public,
in line with Cuban legislation now in effect.
If an exhibitor should
decide to give up the space he has contracted or to
rescind the contract, the OC will reimburse him as follows:
- 25 percent of the total value
if he informs the OC of this decision before January
1st, 2004.
- 50 percent of the total value if
he informs the OC of this decision before December
15th, 2003.
- 75 percent of the total value if
he informs the OC of this decision before December
1st, 2003.
The nature of the exhibitor's
participation and all of his rights and duties are set
forth in the contract that is signed by the exhibitor
and the OC. The OC will dispose of the space requested
by any exhibitor who does not meet his payment obligations
or who does not occupy it within the established time
period.
Customs Regulations
Ediciones Cubanas, which is the official representative
of the OC for everything related to customs procedures
and the transportation of goods, will handle all customs
procedures, at the expense of the exhibitor, for getting
the goods from the port/airport to the Fair's warehouse
and for reexporting the goods, for donations to Cuban
institutions and nationalizations after the Fair is
over. The goods will be handled through a customs transit
system (transportation of goods from Cuban Entry Customs
to the Fair Customs House). Goods imported on a temporary
basis must pay US $40.00 for each customs transit. This
includes merchandise imported as accompanying luggage
to be exhibited at the Fair and of a temporary nature.
In this case, the services of a customs agent should
be solicited to formalize the documents of goods declaration
in customs transit. In those cases in which customs
fees are due, they will be a percentage of their declared
value, according to their origin, as follows:

No customs duty will
be charged on advertising materials brought in by an
exhibiting entity, with no commercial value, except
for food and liquor, which must pay 20% ad valorem.
To withdraw, market or reexport materials exhibited
in the stand, the exhibitor must present documents stating
that he has paid all of the expenses he has incurred.
Exhibitors who wish to donate goods after the Fair should
do so by means of documents that can be presented to
the pertinent authorities. Without these documents,
the beneficiary will not be able to claim the above
mentioned donation. At the conclusion of the Fair, the
exhibitor will have 30 calendar days in which to remove
his goods through customs. If he fails to do so, the
goods will be declared legally relinquished to the Cuban
authorities within 48 hours after that deadline-a decision
to which there will be no administrative recourse.
Assembling and Dismantling Stands
Stands should be put up between 8 a.m. on Monday, February
2nd, and 6 p.m. Wednesday, February 4th. Each exhibitor
may occupy his stand on presentation of a stand ASSEMBLY
AUTHORIZATION issued by the Attention Center. Stands
should be dismantled between 9 a.m. Monday, February
16th, and 6 p.m. Wednesday, February 18th. All personnel
who work in the assembly and dismantling of the stands
should wear the corresponding credentials.
Services for Exhibitors
The Fair has an Attention Center in San Carlos de La
Cabaña Fortress to provide exhibitors, professionals
and guests with information, accreditation, payment,
customs and warehouse services; rental of furniture,
equipment, lighting, halls and other items; and provide
hostesses and translators.
Accreditation
Participants will receive their credentials in the Attention
Center starting at 9 a.m. on Monday, February 2nd. The
number of credentials to which exhibitors are entitled
depends on the size of the space rented, but they may
acquire additional credentials for US $10.00 each. Professionals
who wish to participate in all of the Fair's activities
may also obtain credentials for US $10.00 each. Up to
4 credentials will be issued for assembly and dismantling,
according to the dimensions of the stands.
Sending of Publications,
Advertising and Other Materials
Materials to be used in the 13th Havana International
Book Fair should be sent between January 6th and February

If materials arrive
either before or after that period, exhibitors may have
to pay extra storage and handling fees or risk confronting
problems in getting their materials to the fairgrounds
on time. The following information and documents are
required for getting materials through customs:

Security
Each exhibitor should fill out a form listing the goods
that he is bringing to the fairgrounds for use in his
stand during the Fair. When the Fair is over, he should
have the list checked and confirmed at the Attention
Center before presenting it at the exit so he can remove
his goods.
